Our organisation is governed by a Board of Directors consisting of prominent community leaders and professionals from the business, community services and public sector, including:

Prof Stephen Li
Chairperson
Prof. Stephen Li was first elected as an Alternate Director in 2018 and the Vice-Chairperson in November 2019.
He is the Director of Core Pathology and Clinical Chemistry Services of NSW Health Pathology Western Sector who supervises chemical pathology services in 27 hospitals in 6 Local Health Districts across 70% of NSW. He is also the Director of the Westmead Hospital Lipid & Cardiovascular Risk Assessment Clinic. Since 1997, Prof Li has been serving the community through public and community health programmes such as talking on weekly radio health programmes, wrote newspaper health columns, and organised and supported more than 100 health programmes and campaigns in multicultural communities.
Prof Li obtained a Bachelor of Medicine and Bachelor of Surgery from the University of Sydney in 1989. He has also completed three master’s degrees in Science (Clinical Biochemistry), Public Health, and Business Administration, achieved fellowships from a few professional societies, and awarded chartered manager qualification from the Royal Charter. He is an associate professor of medicine at the University of Western Sydney and senior lecturer in the school of medicine of another 2 universities in Sydney.
He has co-founded the Familial Hypercholesterolaemia Clinical Support Service NSW, which had won the 2005 NSW Premier’s Gold Award as the best service delivered in NSW. He was a past president of the Australian Chinese Medical Association (ACMA) and is currently the Chair of Community Health, Honorary President and Foundation Member of ACMA.
Mr Henry Nan Hung Pan OAM
Honorary Executive Director
Mr Henry Pan was the Foundation Chairperson of CASS, and had led CASS in the Chairperson position for 25 years between 1981 and 2006, and is the only director on the Board with unbroken service since the formation of CASS in 1981 until now. He holds a Bachelor of Engineering Degree with First Class Honours and University Medal from the University of NSW.
He has vast amount of experience in business and project management, planning and development of community services and promotion and marketing gained from his long history of active voluntary participation in community services and his own professional work. He had been a member of the Management Committee of many community organisations, as well as the Board of a number of statutory authorities, including the NSW Community Relations Commission and the NSW Community Language Schools Board. He had also been a Non-judicial Member of the NSW Administrative Decisions Tribunal for six years, and an Australia Day Ambassador for 5 years. His dedication and contributions to the development of community services through CASS and other community organisations is well regarded and acknowledged with the conferment of Australian Honours and Awards by various Governments. Since April 2008, he has taken up the role of Honorary Executive Director of CASS, looking after the day-to-day running of CASS, on a totally voluntary capacity.
Dr Leng Tan
Emeritus Chairperson
Dr Leng Tan was one of the founding directors on the Board in March 1981. She has been on the Board for a total period of 24 years. Between 1981 and 1987, she was the Treasurer, and between 1987 and 1990, she served as the Vice Chairperson. She returned to the Board in December 2007 and was elected as the Chairperson in September 2008 until November 2013. She became the Emeritus Chairperson since November 2013.
She was a General Medical Practitioner, who graduated from the University of NSW, and is now retired. She has participated actively in community services and communal affairs as a volunteer for over 45 years, with vast amount of experience in management. She has served on the Management Committees and Boards of many community organisations, including the Chinese Youth League (CYL), and she was appointed by the City of Sydney to help in the organisation of Chinese New Year Celebrative Festival for many years since 1995. She was also a member of the Immigration Review Tribunal of Australia between 1988 and 1992. Due to her outstanding contribution to community services, she was presented by the NSW Premier with the Quang Tart Life Achievement Community Services Award in February 2011.
Mr Anthony Pang OAM
Deputy Chairperson / Secretary
Mr Anthony Pang was first elected as an alternate director by members in 2011, and was elected as a director in 2012. He has been elected as the Secretary of our Board since November 2013, and in 2014, he has also been elected to the position of Vice Chairperson concurrently.
He holds a Bachelor of Commerce Degree. He began his professional career with Chartered firms and public listed companies in the areas of Finance/Accounting/Tax and Audit. He later joined the Government where he worked for over 25 years covering a number of areas, including Health, Construction, Commerce and Transportation. He was involved with the implementation of the “Richmond Report”, i.e., the establishment of community group homes. Most of his employments were in Audit, Finance, Policies, Systems and Risk Management. Over the period of his career he has acquired sound understanding of how public/private/government sector operates.
On a professional level, Mr Pang was an active member of the Institute of Internal Auditors for over 20 years. Positions held included President, Treasurer, Chair of South Pacific Conference, and Professional Development. During his time, he established contacts with similar international bodies.
He was also a part-time Commissioner of the Community Relations Commission. He was also a member of the NSW Bar Association’s Professional Conduct Committee.
In the area of community work, Mr Pang has devoted approximately 20 years of voluntary work for the Chinese Australian Forum. As a community leader, he has developed close relationship with most of the powerful community/business groups including close link with the Federal and State Government and Councils. Apart from the Chinese community/business groups, he has also established close working relationship with counterparts in other States and USA and with community groups such as Korean, Japanese, Indian, Jewish, Greek, Italian, Vietnamese, Egyptians, etc.
Mr Sean Zhang
Vice-Chairperson/Treasurer
Mr Sean Zhang joined CASS as an active member and volunteer in March 2014. He was first elected as an Alternate Director in November 2014, and has been elected as a Director in May 2016 to fill a casual vacancy. He is keen on charitable activities and community services. He contributes much to communities of East Asian background and provides assistance to them in order to create cohesion and harmony.
Mr Zhang obtained Bachelor of Marketing in Flinders University, and completed Master of Commerce in Finance at Macquarie University in 2013. Currently, he is the Managing Director of a real estate agent. He is a highly motivated and performance-driven professional with integrity and good character.
Ms Tica Lee
Vice-Chairperson
Ms Tica Lee was elected as an Alternate Director in November 2019 and was appointed as a Director in February 2022.
Ms Lee holds a Commerce degree, majoring in Marketing, from the University of Western Sydney in 1997. She has over 14 years working experience in finance Compliance and over 20 years’ experience in Marketing and Promotion. She is currently running a Land Surveying office for her husband.
Influenced by her mum May, in 1993 when Ms Lee was still a high school student, she began helping out in the various festival celebrations held by CASS. Ms Lee is Passionate in child care Services & volunteering work, especially for children with special needs.
Mr Ivan Wong
Vice-Chairperson
Before joining the Board of Directors in November 2024, Mr Ivan Wong spent nearly 30 years in senior management at CASS, where he was involved in its development as a comprehensive community service provider. He oversaw seniors activity groups, the Chinese school, volunteer services, aged care and disability Services, among other key responsibilities.
Prior to his retirement, Mr Wong represented CASS on the advisory committee of Aged and Community Services Australia (ACSA) and worked closely with other peak bodies, such as the Federation of Ethnic Communities Councils of Australia (FECCA), and the Ethnic Communities Council (ECC) of NSW, and etc.
Mr Wong graduated with a Bachelor of Social Science from the University of Chinese University of Hong Kong in 1982.
Ms Helen Ashton
Board of Director Member
Ms Helen Ashton was elected as Director in November 2024. She earned her Bachelor of Business Studies (Information Systems & Accountancy) from Monash University in 1996 and subsequently completed a Master of Business Administration at Australian Institute of Business in 2019. Specialising in building and leading high-performing, multi-disciplinary teams to drive business strategic objectives through the targeted application of technology, Ms Ashton has extensive experience managing and delivering multiple projects and priorities in fast-paced environments.
Ms Ashton is skilled in developing and executing technology strategies that complement and support organisational goals across various sectors, including aged Care, disability, human resources, and corporate organisations. She is currently pursuing a Bachelor of Dementia Care at the University of Tasmania to further enhance her expertise in the field.
Mr Alex Lee
Board of Director Member
Mr Alex Lee was elected as Director in November 2024. He completed a Bachelor of Commerce (Business Management and Accounting) from UNSW in 2008 and became a qualified member from the Institute of Chartered Accountants Australia since 2012.
With a professional background in business management and accounting, he has played a leading role in operating residential drug and alcohol rehabilitation centres for The Glen Group since 2014. His vision is to blend his business expertise with his passion for social responsibility, aiming to make a positive impact on the community across cultures.
